SASO confirms new system to become mandatory on January 1st 2019
The Saudi Standards, Metrology and Quality Organization (SASO) has confirmed the launch of the SABER system for online certification as of January 1st 2019.
The SABER system is a new mandatory importer-based computer system facilitating online certification of imports into Saudi Arabia. It was originally expected to launch in February 2018 but was postponed during the year for various reasons.
As of December 2018, it was announced that all shipments arriving into the Kingdom of Saudi Arabia would require a Product CoC and a Shipment CoC. Due to ongoing maintenance and corrective action on Saber, SASO certificates will be acceptable for customs clearance until the 31st January 2019.

The three stages of SABER
There are three stages of the SABER process, all of which fall under the responsibility of the importer.
Stage 1: Importer needs to set up their own account and add all of the products on the system they wish to import.
Stage 2: Importer needs to apply for product certificates and approval (these are valid for a year).
Stage 3: Importer needs to upload invoice and apply for shipment cert (COC).
How will the changes affect me?
The implementation of the SABER system creates a shift in who is responsible for arranging the customs clearance of the goods. It is now the responsibility of the importing company based in Saudi Arabia to register their company, products and shipments on the system.

Are SASO certificates still valid?
Information in-country is changing on a regular basis. However, as of January 10th we can confirm that we are able to arrange SASO certificates on shipments up to February 1st 2019.
